Development planning is a major strategy in the management of improvement. As the WRE/CEG programme contributes to whole-student achievement, so should it be properly planned and resourced through the development plan. In striving to meet the CWQA standards, establishments need to prioritise targets and review and update progress, at least annually.
CEG and WRE must form part of the whole establishment development plan and contribute to raising achievement. This will ensure that CEG and WRE are properly resourced and valued as a whole establishment priority.
Also CEG and WRE need their own department plan which will feed into the whole establishment plan.
The key features of an effective development plan are:
- Targets based on previous evaluation and review;
- Realistic time scales;
- Sharing of tasks and a clear understanding of responsibilities;
- Resource management;
- Consideration of appropriate indications of success;
- Planning evaluation methods at the outset.
Development planning for WRE and CEG is most effective when it is:
- Equal in status to the plans of other departments;
- Discussed with senior management and directors/governors;
- Following on from a process of audit, evaluation and review;
- Making use of evaluation reports for individual activities;
- Produced as part of an annual cycle;
- Monitored by the designated manager at regular intervals;
- Limited and realistic in its scope - it focuses on just two or three target areas;
- Using SMARTER targets i.e. specific, measurable, achievable, realistic and time bound evaluated and reviewed;
- Discussed with relevant partners.
