Management
and ownership of the CWQA |

Careers Wales manages the CWQA and holds the copyright.
Each Careers Wales Company has its own named CWQA co-ordinator to
run the scheme on a day to day basis within their area who will meet
regularly to form a National Working Group as appropriate. Practising
teachers and lecturers will also be represented on this group.
The functions of the National Working Group include:
- Collecting, writing and sharing good practice and support materials
for the CWQA
- Supporting consultants and assessors in their company areas
- Providing appropriate development activities for consultants
- Regularly reviewing of the award criteria and/or processes
- Promoting the CWQA to schools and colleges
- Supporting the National Advisory Group
- Monitoring standards of consultancy and assessment
- Advising the NAG and Chief Executives on future CWQA strategy
National Coordinator
The National Coordinator (NC) is responsible for day to day management
of the award. The NC's functions include:
- Advising and guiding the NWG to maintain consistentstandards
of consultancy and advisory support to establishments
- Designing and managing national training for NWG members, consultants
and assessors
- Monitoring standards of assessment across Wales
- Managing the annual award ceremony
- Undertaking research and development to ensure that the award
remains current, valid and up to date
- Managing national evaluation and review
- Providing Careers Wales, the NAG and the NWG with training,
advice and management information
The importance of review and improvement
Regular review of the CWQA will be undertaken to ensure that it remains
up to date, relevant and effective. Careers education and guidance
and work related education are ever-changing fields and the CWQA must
remain adaptive, relevant and effective in supporting its improved
management and delivery. Therefore the CWQA will be amended as and
when necessary through the use of high quality evaluation and review
information.
Topics for review
In evaluating and reviewing the CWQA feedback is sought for 4 aspects:
- The continuing relevance of the quality standards and criteria
and whether these need to be adapted
- The standards that establishments are achieving against these
criteria and whether the level of expectation needs changing
- The award process and particularly suggestions for improving
the ways in which the CWQA is delivered
- The selection, development and performance of consultants, assessors,
national and local management groups and panels
Annual All Wales Survey
An annual All Wales survey will be carried out as part of the responsibilities
of the NWG. The survey will focus on the 4 broad aspects listed above
but with changing emphasis each year depending on the current issues
and priorities. Survey forms will be sent to each Careers Wales Company
and to consultants and assessors.
The role of Careers Wales companies
Each Careers Wales Company will also conduct its own evaluation using
a common format, procedure and criteria agreed through the NWG. This
ensures that each company is able to provide useful information as
part of the annual All-Wales survey.
National Advisory Group
A National Advisory Group (NAG) will meet at regular intervals to
oversee the National Working Group's management of the award, provide
the vision and strategic aims and give the award a high status and
credibility. The NAG will also:
- Approve national standards and any changes in the criteria
- Discuss reports from the NWG and approve any changes
- Market the CWQA across Wales and beyond
- Hear appeals to award decisions
- Attend the annual award ceremony in order to give the event
a high status
- Organise an annual evaluation and review of CWQA and plan for
future developments
Membership of the NAG may include some of the following:
- Chief executives of Careers Wales companies
- NAW officers
- Practising work related and careers co-ordinators
- Practising head teachers and college senior managers
- Estyn
- ACCAC
- DCELLS
- NACGT
- Employers representative e.g. member of the CBI
- Teachers associations
- ADEW (Association of Directors of Education in Wales)
- EBP representative
